JEFFERSON CITY, MO (STL.News) – Missouri Governor Mike Parson appointed Virginia Lay as Associate Circuit Judge for the 21st Judicial Circuit She will fill the vacancy created by the end of the Honorable Judy P. Draper’s term.

Lay, of Clayton, is a Special Assistant Circuit Attorney for the Missouri Division of Employment Security as well as an adjunct professor at Washington University School of Law.  She earned a B.A. in English and American Studies from Columbia University and a Juris Doctor from Washington University School of Law.
